How Leander ISD Combined Local Expertise with MIT-Powered Analytics to Solve the Driver Shortage
For a high-growth district like Leander ISD—spanning 200 square miles and serving 42,000 students—operational efficiency isn't just a goal: it’s a necessity. Facing a national driver shortage, the district found itself in a precarious position: operating 173 routes with only 150 available drivers.
To bridge this gap, Leander ISD partnered with AlphaRoute, pairing the district’s deep local context with high-level algorithmic "heavy lifting."
The Strategy: Questioning the Status Quo
The partnership began with a deep dive into the district's routing philosophy. Rather than just applying new software to old problems, the team conducted an honest audit of long-standing routing rules to identify constraints that were no longer serving the district's best interests.
"For the first time, we collectively examined not just what we do, but why we do it. This process prompted our team to take a hard and honest look at why we operate routes the way we do... answering questions that had never been asked before."
— Toni Tichi, Leander ISD
The Process: Collaborative Discovery
While AlphaRoute provided the algorithmic power to test thousands of scenarios, Leander ISD’s routing experts provided the essential local context—fleet specifications, school locations, and unique district rules. This ensured that the resulting plan wasn't just mathematically sound, but practically executable.
"The team at AlphaRoute are smart, responsive partners who are deeply committed to their work. By combining our district experience with their MIT-developed algorithms, we’ve achieved a win-win for our budget and our drivers."
— Peter Simonsen, Transportation Systems Specialist
The Result: Strategic Stability and Massive Savings
In just four weeks, the collaborative audit identified a path to reduce the fleet requirements by 21 routes without changing a single bell time or bus stop location.
Recognizing that stability is paramount during the school year, the district chose a measured implementation strategy. By eliminating routes gradually—at a pace of roughly two per week—the district has been able to solve its driver shortage while maintaining a 100% on-time goal.
The Impact at a Glance:
- Fiscal Responsibility: Over $1,000,000 in projected savings per school year.
- Strategic Staffing: The reduction in required routes provided an immediate solution to the driver shortage, allowing the district to focus its workforce where it is needed most.
- Empowered Staff: Leander’s routing team was given full access to the data and scenarios, allowing them to implement changes directly into the district's software and manage future adjustments confidently.
The Bottom Line
The project proved that even a well-run transportation department can find massive "wins" when their local expertise is paired with the right technology. Leander ISD is now equipped with the knowledge and tools needed to operate more efficiently now and in the future.
2026–2027 Update: The Savings Continue to Grow
The gradual, driver-first implementation strategy has paid off. On November 1, 2025, Leander ISD was running 172 routes. Thanks to the continued partnership between AlphaRoute and Toni Tichi's team, the district is starting the 2026–2027 school year with just 144 routes — a reduction of 28 routes from the original count.
At roughly $68,000 per route across a 174-day school year, that reduction translates to $1,904,000 in projected savings for the upcoming school year alone — surpassing the original $1,000,000+ estimate and reinforcing that this wasn't a one-time win, but a sustainable, compounding strategy.
Transforming Paratransit: How AlphaRoute & MBTA Raised Efficiency to Win METRO’s Innovative Solutions Award
Published September 2, 2025
Thoughtful innovation in paratransit isn’t just about deploying new tools, it’s about purposefully transforming operations. By partnering with Massachusetts Bay Transportation Authority (MBTA), AlphaRoute deployed its Non-Dedicated Service Provide (NDSP) Optimization tool to redefine routing and scheduling. This innovative tool is boosting efficiency, cutting costs, and led to our recognition as one of METRO Magazine’s 2025 Innovative Solutions Award winners. Now in its 11th year, the Innovative Solutions Awards recognize bus and rail operations and their supplier partners for initiatives that have led to cost savings, increased efficiency, streamlined operations, enhanced safety, improved customer satisfaction, and higher ridership, among other benefits.
Solving Paratransit’s Toughest Challenges
Paratransit systems face substantial challenges, including unpredictable trip demand, budget constraints, and per-trip costs significantly exceeding those of other transportation modes. Traditional routing methods struggle to adapt. MBTA needed a smarter approach—to do more with less, while preserving, or even improving, service quality.
Utilizing NDSP Optimization: Moving Beyond Manual Outsourcing
In recent years, many paratransit software companies have highlighted the importance of integrating with Transportation Network Companies (TNCs), such as Uber, Lyft, and taxi providers, known in the industry as Non-Dedicated Service Providers (NDSPs). This integration aims to improve efficiency and help address driver shortages by allowing dispatchers to seamlessly send eligible trips to TNC platforms. While this capability clearly adds value for system integration and data integrity, it raises key operational questions: How do agencies actually gain efficiency from the process? Which trips should be shifted daily? And what additional opportunities might be missed without a smarter strategy?
The answer lies in NDSP Optimization. Rather than relying on schedulers and dispatchers to manually decide which trips to outsource (a time-consuming and often inefficient approach), AlphaRoute’s advanced algorithms can evaluate all eligible trips each day and strategically shift the right ones. This ensures maximum system-wide performance, something outdated methods like simple trip filtering or outsourcing “left-over” rides from scheduling batches fail to achieve. By leveraging optimization instead of manual decision-making, transit agencies can intelligently shift trips to NDSPs and realize efficiency at scale.
Partnering for Impact with MBTA
Deployment: AlphaRoute integrated their NDSP Optimization tool into MBTA’s paratransit operations over a phased rollout—from pilot to full scale. The tool precisely optimizes routes by processing complex daily data, which includes service agreements, customer eligibility, and capacity limits.
Results: The program achieved measurable gains including significant reductions in cost, better on-time performance, greater operational agility, and increased customer satisfaction. In 2024, after over 1.24 million trips were optimized, the solution achieved very low error rates and very high system availability (99.83% of all trips inputted into the system were optimized). This resulted in an average savings of $22.88 per trip and 4-5 hours of work each day. MBTA’s improved performance with the help of AlphaRoute earned the 2025 Innovative Solutions Award.
AlphaRoute’s Path Forward
AlphaRoute continues refining its NDSP Optimization tool, while also maintaining a relentless drive to improve its other software products. Through iterative development, rigorous testing, and user feedback, AlphaRoute innovates to deliver powerful, efficient, and superior solutions. Some of their other transit products include:
